FOREIGN OFFICE to COLONIAL OFFICE.
Foreign Office, April 19, 1866. WITH reference to your letter of the 17th ultimo, enclosing copy of a Despatch from the Governor of British Guiana respecting the resort to that Colony of escaped French convicts from Cayenne, and also a copy of an instruction from Mr. Secretary Cardwell to the Governor on that subject, I am directed by the Earl of Clarendon to acquaint you that he has thought it right to communicate Mr. Cardwell's Despatch to the Law Officers, and that the Law Officers state that it appears to them to be in all respects proper.
