LAW OFFICERS to FOREIGN OFFICE.

Lincoln's Inn, March 12, 1866. We are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 20th January last, stating that, with reference to our Report of the 29th December last, he was directed by your Lordship to transmit to us, together with the previous papers, a letter from the Colonial Office enclosing copies of a correspondence between Sir F. Bruce and Governor Rawson respecting the registration in British ports of vessels formerly owned by residents in the so-styled Confederate States; and to request that we would take the same into our consideration and favour your Lordship with our opinion thereupon.

Mr. Hammond was also pleased to state that the papers relating to the case of the "Wren" referred to in this correspondence were also enclosed.

does not occur to us that we can add any observations to those which we have already had the honour to make, or that any new fact is now presented for our consideration.

Governor Rawson's letter' to Sir F. Bruce of the 14th December 1865 seems to us to have been in every respect proper.
