Lincoln's Inn, November 25, 1865.
We are honoured with your commande, signified in Sir Frederic Rogers' letter of the 23rd of November, instant, in which he stated that he was to request that we would take into consideration the accompanying Despatches from the Governor of Victoria, No. respecting certain proceedings consequent on the non-enactment of the Annual Appro- priation Act.
Sir Frederic Rogers was also pleased to add that the matter appeared to you of such importance that you were desirous of answering Sir C. Darling's Despatches by the mail of the 27th instant, and he was therefore directed to enclose the draft of an answer to those Despatches, and to request that we would inform you whether in that answer the law is adequately and correctly stated in its bearings on the proceedings of the Colonial Government, and if it appears to us erroneous or defective to supply you with such suggestions as we consider requisite for its correction.
Sir Frederic Rogers added that the material facts of the case were so fully stated in the draft Despatch that it was unnecessary to re-state them in his letter.

That we think the law, as bearing upon the proceedings of the Colonial Government referred to in these papers, is, in substance, adequately and correctly stated in the draft answer to the Despatches of Governor Darling, in the terms of which, however, it has occurred to us to submit, for your consideration, a few variations and additions, which we have written in pencil upon the accompanying oopy of the draft.
