Escheat of Lands in Dominica Re L. A. Fortunée, deceased.

My Lords having referred to me the papers noted in the margin, I beg to submit that a grant of the escheated property may in accordance with precedents, both in this country and in the Colony, properly be made in the manner recommended by the Attorney General of the Leeward Islands, and I should recommend that the Governor should be informed that no such grant for the future should be made by that officer on his own authority, or without reference of all the papers to the Colonial Secretary for transmission to the Lords of Her Majesty's Treasury.
