QUEEN'S ADVOCATE to the COLONIAL OFFICE.

Doctors' Commons, May 17, 1865.

I AM honoured with your commands, signified in Sir F. Rogers' letter of the 6th instant, stating that with reference to my report of the 6th of October 1864,* on the No. 45, subject of the marriage law of Heligoland, he was to inform me that my letter was 17 Dec. 1864. communicated to the Governor of Heligoland in a Despatch of which, and of the No. 4, Governor's answer, copies were enclosed. That Governor Maxse is desirous that the draft law should be corrected by me in such a way that if passed it may properly receive the sanction of Her Majesty; and Sir F. Rogers was pleased to request that I would correct the law with this object.

Sir F. Rogers was also pleased to state that with regard to the question of affinity, the probibitory degrees in regard to marriages contracted in Heligoland by the natives of that island should remain unaltered, and that this might be provided without expressly declaring what the present state of the law is, which is not clear from the Governor's report.

That I have made the alterations which appear to me requisite in the Draft Bill.

As to incestuous marriages by reason of affinity, I have put in words which will

preserve the existence of the present law of Heligoland on this point.
