Foreign Office, September 10, 1864. WITH reference to your letters of the 29th ultimo and 7th instant, I am directed by Earl Russell to request that you will state to Mr. Secretary Cardwell that the Law Officers to whom his Lordship caused Governor Eyre's proclamation regarding the St. Domingo blockade to be referred, have reported to his Lordship that they are of opinion that the terms of that proclamation sufficiently apprize Her Majesty's subjects of the existence of a blockade of certain ports of the coast.
