MY LORD DUKE,
Doctors' Commons, September 24, 1863. I AM honoured with your Grace's commands, signified in Sir F. Roger's letter of the 19th September instant, stating that the Queen having been pleased to sanction the appointment of the Reverend Addington R. P. Venables, M.A., to the Bishopric of Nassau (Bahamas) in the room of Dr. Caulfield, deceased, he was directed to request that I would prepare and transmit for your Grace's consideration a draft of an instru- ment for appointing the Reverend Addington R P. Venables to the Bishopric of Nassau. Sir F. Rogers was also pleased to transmit, for the purpose of reference, a copy of the Letters Patent constituting the Bishopric of Nassau, and appointing the late Dr. Caulfield to that See, and to remind me of the opinion which I have expressed that a totally different form of instrument should be adopted in the appointment of colonial bishops, and also to state that there is a Representative Legislature in the Bahamas.
In obedience to your Grace's commands I have taken this case into consideration, and have the honour to

That I have prepared the draft instrument for appointing the Reverend Addington R. P. Venables to the Bishopric of Nassau. Your Grace will perceive that, bearing in mind that there is a Representative Legislature in the Bahamas, I have in accordance with the opinion I have had the honour to express, and to which reference is made in Sir F. Roger's letter, drawn these Letters Patent for the Bishop elect of Nassau in a much simpler and conciser form than those by which his predecessor was appointed to this See.
