LAW OFFICERS to FOREIGN OFFICE.

Temple, July 24, 1863, We are honoured with your Lordship's commands signified in Mr. Layard's letter of the 8th instant, stating that with reference to our Report of the 3rd instant on the subject of the prohibition imposed on the export of arms and munitions of war from Hong Kong, he was directed by your Lordship to transmit to us, together with the previous papers, a letter which your Lordship had caused to be addressed on the 26th ultimo to the Colonial Office and India Office requesting that instructions might be sent by the mail of that evening to the Acting Governor of Hong Kong and to the Governor of Singapore enjoining them "to prohibit the export of arms, no "matter to what quarter, unless for the ascertained use of the Chinese Government. so long as the existing differences between Great Britain and Japan are pending." And to request that we would again take this question into our consideration with especial reference to those instructions, and favour your Lordship with any further observations which we might have to offer thereupon.

That the letter addressed by your Lordship's directions to the Colonial and India Offices, appears to us proper to have been sent. It does not occur to us to make any observations upon the general subject, in addition to those contained in our former Report.
