LAW OFFICERS to COLONIAL OFFICE.

MY LORD DUKE,

Temple, April 9, 1863. We are honoured with your Grace's commands, signified in Sir Frederic Rogers' letter of the 19th March ultimo, stating that with reference to our report of the 9th of December last, he was directed by your Grace to transmit to us for our joint considera- tion, a draft of the Bill which it was proposed to introduce into Parliament for the Government of the Cayman Islands.

Sir Frederic Rogers was also pleased to state that the Governor of Jamaica, who is at present in this country, had expressed the opinion that the Legislature of Jamaica may very probably refuse or neglect to exercise the power of legislation over the Caymans, which it was proposed to confer on them, and with a view to provide against this con- tingency, clauses (Nos. 3 and 4) are inserted in the draft, giving provisional powers of legislation to the justices and vestry, or other legislative body within the islands.

Sir Frederic Rogers was further pleased to state that he was desired to request that we would favour your Grace at our early convenience with our joint opinion whether the provisions of the Draft Bill were sufficient for their purpose, and such as might properly be submitted for the sanction of Parliament.

Sir Frederic Rogers was also pleased to enclose copies of the papers upon which our Report of the 9th December* was founded.

That we are of opinion that the provisions of the Draft Bill are sufficient for the intended purpose, and that they may properly be submitted for the sanction of Parliament.
