MY LORD DUKE,

Temple, April 1863. We are honoured with your Grace's commands, signified in Mr. Elliot's letter of the 25th February last, stating that he was directed by your Grace to request that we would take into our consideration the annexed draft of a Bill which it is proposed to introduce into Parliament" for the prevention and punishment of offences committed

by Her Majesty's subjects in South Africa."

Mr. Elliot was also pleased to state that the circumstances which have led to the Lt. Gov., preparation of the Bill would appear from the correspondence enclosed with the No. 113, 25 Lieutenant Governor of Natal. Its object is to invest the courts of justice of Natal Secretary of with the same jurisdiction in respect of offences committed beyond the limits of the Stat, No. Colony, which is conferred on the courts of the Cape of Good Hope by the Imperial 271, 19 Nov. Act 6 & 7 Will. 4. o. 57., and also to confine that jurisdiction to offences committed in territories within which no civilized government exists.

Mr. Elliot was also pleased to state that he was desired to request that we would favour your Grace with our opinion whether the proposed Bill is sufficient for its purpose, and whether it may properly be submitted for the sanction of Parliament.

In obedience to your Grace's commands, we have taken this matter into our con- sideration, and have the honour to

That we have perused and considered the draft, which, by your Grace's directions has been submitted to us, of a Bill for the prevention and punishment of offences committed by Her Majesty's, subjects in South Africa; and, subject to a few verbal alterations which we have made in the draft, we think the Bill as prepared will be sufficient for its purpose, and may properly be submitted for the sanction of Parliament.
