Doctors' Commons, January 22, 1862. I AM honoured with your Grace's commands, signified in Sir Frederic Rogers' letter of the 4th January instant, stating that the Queen having been pleased to sanction the appointment of the Right Rev. Piers Calveley Claughton, D.D., present Bishop of St. Helena, to the Bishopric of Colombo, in the island of Ceylon, in the room of Dr. Chapman, who has resigned that bishopric, he was directed to request that I would prepare and transmit, for your Grace's consideration, a draft of an instrument for appointing Dr. Claughton to the bishopric of Colombo.
Sir Frederic Rogers was also pleased to transmit for the purpose of reference a copy of the draft Letters Patent constituting the bishopric of Colombo, and appointing
Dr. Chapman to that see; and also a copy of the Deed of Resignation executed under the hand and seal of the late Bishop of Colombo.
Sir Frederic Rogers was also pleased to transmit a copy of the Letters Patent con- stituting the see of St. Helena, and appointing Dr. Claughton to that bishopric, and to request that I would prepare and transmit for your Grace's consideration a draft of an instrument for appointing the Venerable Thomas Earle Welley, Archdeacon of the district of George at the Cape of Good Hope, to be the Bishop of St. Helena, in the room of Dr. Claughton, and that I would at the same time transmit a draft of the proper form of instrument for the resignation by Dr. Claughton of the bishopric of St. Helena. Sir Frederic Rogers was also pleased to state that Dr. Claughton will probably soon be in this country.
I am also honoured with Mr. Elliot's letter of the 13th January instant, stating that in answer to my letter of the 7th instant, he was directed by your Grace to return to me the Enclosure No. 2 in Sir Frederic Rogers' letter of the 4th instant, and to request that I would proceed with the new Letters Patent for the see of Colombo, on the assumption that the instrument of resignation of the bishopric of Colombo dated the 8th November 1860, which has not been received at the Colonial Office, is correctly described in the certificate of the Lord Bishop of Calcutta of the 7th January 1861.
In obedience to your Grace's commands, I have the honour to

That I have accordingly prepared, and herewith transmit, No. 1 Draft Patent for appointing Dr. Claughton to the bishopric of Colombo. In preparing this draft I have followed the form of the Patent of April 26th, 1845, erecting that see, and ap- pointing Dr. Chapman the first bishop. Dr. Claughton's attention should be called to the necessity of his taking the oath of canonical obedience to the Bishop of Calcutta, as his metropolitan, within six months of the date of the Patent, and the Bishop of Calcutta should receive a communication on the subject (see page 12, draft).
It will be for your Grace to consider whether, adverting to the date of that Patent, this draft should not be submitted to Dr. Claughton before it is engrossed for his suggestions as to any alterations or additions which may be requisite under the existing circumstances of the diocese.
No. 2. Draft Patent for appointing the Venerable Archdeacon Welley to be Bishop of St. Helena. In preparing this draft I have followed the form of the Patent of June 6th, 1859, erecting the see, and appointing Dr. Claughton the first bishop.
No. 3. Draft Instrument of Resignation by Dr. Claughton of the see of St. Helena, which should be executed by him and accepted and registered by the Archbishop of Canterbury before either of the Patents is sealed.
