MY LORD,
Doctors' Commons, July 30, 1861. We are honoured with your Lordship's commands, signified in Lord Wode- house's letter of the 26th of June ultimo, stating that he was directed to transmit to us a letter from the Colonial Office, enclosing a draft of Letters Patent, which the Duke of Newcastle is of opinion should be passed, for the correction of the error which it was discovered in the case of Mr. Moss had occurred in framing the Letters Patent of the 30th of January 1860, passed to regulate appeals from the Consular Courts in Japan to the Supreme Court of Hong Kong, and to request that we would take this draft of Letters Patent into consideration, and furnish your Lordship with our opinion as to whether it is right and proper.
Lord Wodehouse was also pleased to enclose, for facility of reference, copies of the Orders in Council of the 23rd of January 1860 and 4th of February last, and to add that all the other papers in the Moss case were returned to us with Mr. Hammond's letter of the 15th ultimo.

That we have taken the draft of Letera Patent enclosed in the letter of Sir F. Rogers of the 20th of June 1861 into our consideration, and subject to some altera- tions which we have made in the draft, we are of opinion that it is right and proper.
