If the present large addition to the usual force in Canada is to be considered as a temporary occupation of that country, and to be sent home again as soon as circum stances will permit, and within a reasonable time, then the purtial augmentation to our home depôts, as shown in my letter to Lord Glenelg of January 7th, will enable us to meet the pressing demands made upon our Home Force. But if, on the other hand, no probable prospect is afforded of the return of some of the battalions from ('anada, in such case it will become indispensable to make arrangements for the Foreign Reliefs, so as to allow a period of Home Service of at least four years and a half's duration, as con- templated in the paper of the Secretary at War.
To effect this desirable purpose nothing more is wanting than such an enlargement of the present system, whereby the establishments of service companies abroad may be reinforced, to admit of a proportionate number being withdrawn and added to the Home Service as complete regiments. The depôts of those regiments which are to remain abroad to be placed upon an establishment as nearly as may be to that originally in- tended of four companies, each of fifty-six rank and file, or 224 in the whole, but not less than fifty, or 200 in the whole.
To effect this object in the manner suggested, no additional Officer will be required; and each regiment and each station may be, from time to time, augmented or reduced as circumstances may require,without breaking up that system which, in my opinion, has produced the most satisfactory results.
