My dear Lord,

Lord Hill to the Marquess of Normanby,

Horse Guards, March 19, 1899. IF I understood your Lordship accurately, you wished me to suggest in what manner it would be most advisable to augment the army, on the presumption that under present circumstances it should be the intention of the Government to recommend such a mea- sure to Her Majesty.

In a paper transmitted by me to your Lordship's predecessor, dated 7th January, 1839, of which I inclose an extract, it will be seen that it contains two propositions, the one showing an augmentation of 3,698 rank and file, and the other 8,300, exclusively of the proposed increase to the Scots Fusileer Guards, but I beg to observe that such was my opinion founded upon the state of our army and the demands that might be expected to be made upon it at that period, and also in the understanding, as stated by the Secretary of State in his letter to me, dated December 21st, 1838, that in the course of the current year it was contemplated to withdraw two regiments from Ceylon and one regiment from the Mauritius, with a view to a more speedy and regular system of reliefs for battalions serving abroad.
