WITH reference to the letter from this Department of the 8th instant, I am directed by the Secretary of State for the Colonies to transmit to you, to be laid before the Royal Commission on the Defence of British Possessions and Commerce Abroad, a copy of a further letter from Lieutenant-Colonel W. Hope, V.C., inclosing additional copies of his proposal to the Secretary of State for War with reference to the guns which he claims to Lieutenant-Colonel Hope has been informed that if he desires to make any further communication in the matter, he should address it to the Royal Commissioners.

I AM directed by the Secretary of State for the Colonies to acknowledge the receipt of your letter of the 9th instant, inclosing further copies of your proposal to the Secretary of State for War with reference to the construction of guns on the system which you advocate, and which you request may be communicated to the members of the Royal Commission on the Defence of British Possessions and Commerce Abroad. I am to inform you that a copy of your letter and the original inclosures have been transmitted to the Royal Commission, but I am to say that if you wish to make any farther communication in the matter, it would be desirable that you should address it direct to the Commission.
