I HAVE the honour to acknowledge the receipt of your Secret and Confidential despatches of the 22nd November and 16th December, acquainting me with the steps which you have taken for the appointment, in pursuance of the instructions contained in my despatch of the 23rd June,† of a local Committee to consider and report us to the possibility of supplementing from local sources the Imperial force usually stationed in Hong Kong, and I have to express to you my approval of your having appropriated 100%.
for the payment of a Secretary to the Committee.
I have caused copies of your despatches to be transmitted to the Secretary of State for War and to the Royal Commission on the defence of British Possessions and Commerce abroad.

[WITH reference to your Secret and Confidential letter of the 17th June,§ and to the reply from this Department of the 25th of the same month, and to previous correspondence respecting the defence of Hong Kong, I am directed by the Secretary of State for the Colonies to transmit to you, to be laid before the Secretary of State for War,
the Royal Commission on the Defence of British Possessions and Commerce Abroad, copies of two despatches from the Governor of Hong Kong, reporting the steps which he has taken for the appointment of a local Committee to consider and report as to the possibility of supplementing from local sources the Imperial force usually stationed in that Colony.

Copies of these despatches have been communicated to the Royal Commission, &c., [and I am to say that the instructions for the appointment of the Committee will be found at page 28 (No. 36) of the printed paper (Miscellaneous No. 38) containing further correspondence respecting Colonial defences].

Foreign Office, February 5, 1880. I AM directed by the Marquis of Salisbury to transmit to you, to be laid before Secretary Sir M. Hicks Beach, a copy of a despatch, with its inclosures, from Mr. Plunkett, containing information with regard to the strength of the Russian squadron in the Pacific, under the command of Rear-Admiral Aslanbegow, and the objects for which it is supposed
to have been reinforced.
I am to add that these particulars have already been communicated to the Board of Admiralty.
It being understood that Sir Michael Hicks Beach is anxious that the Governors of the Australian Colonies should be kept informed of the movements of this fleet, I am to furnish you with a copy of the instructions in this sense, which Lord Salisbury has addressed to Her Majesty's Representatives at Yedo and Peking.
