No. 50.
Admiralty to Colonial Office.
(Confidential.)
Admiralty, April 26, 1878. Sir,
WITH reference to your letter of the 10th instant,* forwarding copy of a Report from the Colonial Defence Committee relative to the defences of the naval station of Esquimalt and the town and harbour of Victoria, I am commanded by my Lords Commissioners of the Admiralty to acquaint you, for the information of Sir Michael Hicks Beach, that my Lords are of opinion it is extremely desirable that the harbour of Esquimalt should be provided with shore defences to guard it from attacks from the sea.
The general duties of the Pacific Station would probably make it often impossible to keep Her Majesty's ships in port, and land batteries are therefore indispensable."
I am, &c.

(Secret and Confi Jential.) My Lord,
Downing Street, April 26, 1878.
IN my telegram of the 25th instant† 1 inquired whether the Government of New Zealand would be prepared to undertake the cost of the works and armaments recom- mended for her defence in the event of war by a Committee appointed to consider the best measures to be taken for the protection of the Colonies in that contingency.
I have now the honour to transmit to you the accompanying copy of the Report of that Committee as regards the Australian Colonies, Tasmania, and New Zealand.
(Signed) M. E. HICKS BEACH.

I am in communication with the Lords Commissioners of the Admiralty on the subject of King George's Sound.
Her Majesty's Government are much gratified to find that the measures already taken by the Colonial Governments have, in the opinion of the Committee, rendered it unneces sary to make any further suggestions for the defence of many of the principal Australian ports.
I have, &c.

Sir,
Downing Street, April 26, 1878. I AM directed by Sir Michael Hicks Beach to transmit to you the accompanying copy of the Report of the Colonial Defence Committee as regards the Australasian Colonies.*
The Committee suggest that, in the event of war, arrangements should be made for the conveyance of the West Australian mails which would render it unnecessary for the steamers to call at King George's Sound unless the Admiralty should desire to keep it as a coaling station, in which case its defence would have to be provided for by naval means. I am therefore to inquire whether the Lords Commissioners of the Admiralty desire that a coal dépôt should be maintained at King George's Sound, for use in the event of any of Her Majesty's ships desiring to make use of it, or whether they would be prepared to acquiesce in its being abandoned, in which latter case it will become necessary to consider the arrangements to be made for the Perth mails.
