I am unable to agree with the Committee that its effect should be further tried. I have to request that a more varied and nutritious diet may be at once introduced, and that at the end of six months its effect may be reported on, with reference to the health and death-rate of the prisoners.

In my despatch No. 13 of the 24th of January, 1873,* I intimated that penal diet ought not to be introduced until the results of a similar diet in use in Ceylon had been ascertained. I have to request that you will inquire and explain how it was that this intimation was disregarded.

OUTBREAK in criminal prison 13th, long-sentenced Chinese prisoners rose,
Singapore, February 15, 1875. attacked Superintendent Digby Dent and warders; Dent mortally wounded, died next day. Riot quelled in half an hour; wounded one soldier 10th severely; warders: two seriously, two severely, twelve slightly; prisoners dead fifteen, wounded dangerously eight, severely two, slightly twenty-five. Order and discipline restored; investigation in progress. Communicate with Admiral Hastings Sherness, who will inform Dent's family. Mrs. Dent well; will remain for her confinement. Braddell wounded?

BY telegram and by a semi-official note written during my absence in Siam by Mr. Braddell to Mr. Herbert, your Lordship has been informed of the lamentable occur rences which took place in the Criminal Prison here on the afternoon of the 13th ultimo, and which, I regret to say, led on the following day, to the death of Mr. Digby Dent, Superintendent of Prisons.
2. In addition to the Report by the Inspector of Prisons of what took place, I have the honour to forward now the verdicts of the two inquests held by the coroner, where in one case the jury found a verdict of "Wilful Murder" against fourteen Chinese prisoners and others unknown, for the death of Mr. Dent, and of "Justifiable Homicide" in the instance of the Chinese prisoners who lost their lives in their attempt by murder and violence to escape from the prison.
3. The magisterial inquiry to prepare the case for trial in the Supreme Court against the Chinese prisoners is now being held, and there is little doubt but that they will all be fully committed for trial.
4. I am now further instituting a more general inquiry into the management and internal discipline of the prison with a view to devising a more careful system of super- vision and management, the results of which will be duly reported.
5. I cannot, however, close this despatch without expressing to your Lordship my feeling that I am, myself, not wholly free from responsibility in this matter, as the aggrega- tion of so many desperate criminals in an establishment which was in the first place but ill adapted for such a purpose, and whose staff of officials, owing to the smallness of the salaries when compared with the onerous natures of the duties, it was found no easy task to keep supplied with efficient men, had long been a source of disquietude to me, and I had already initiated steps for isolating the dangerous characters and those who were in the early stages of their punishments, as well as for the reception at the Civil Prison of the short-sentence prisoners committed in the police courts, it having been found that the frequent changes amongst the latter were a constant source of irritation and discontent to the longer-sentence men, and rendered a consistent discipline among them more difficult to sustain.
6. There has been without doubt a want of supervision and an absence of effective precautions arising from the over confidence that had grown up under the system formerly
