It will be seen that they include the removal of a number of small buildings and cross walls, and the concentration of the stores, &c., in a convenient yard, and the pulling down and rebuilding of one warder's quarters to make room for the new ward. Should they be approved by bis Excellency, proper plans and estimates should be prepared and a vote taken for commencing work next year (1873).

APPENDIX (D).
Changes required in Prison Ordinance for carrying out Recommendation of Committee on Prison Discipline.
Sections 2, 16, 17, and 18 to be repealed, and the annexed substituted for them:- 2. Prisons for the confinement of persons sentenced for criminal offences and for debt and on civil process shall be under the control of an Inspector appointed by the Governor, with such and so many gaolers and subordinate officers as may be deemed necessary for their safe custody. The gaoler of any prison in which debtors may be confined shall give security to the Sheriff for their safe custody to such amount as may be determined by agreement, or in default of agreement, as may be settled by the Governor.
17. The gaoler shall keep a book to be called the "Gaoler's Journal," in which shall be entered all complaints made by pe against any prisoner, all offences committed by, and punishments ordered or inflicted on, any prisoner, with a report of all occurrences of an unusual or important nature which may happen in, or in connection with, the gaol. He shall submit this book to the inspection of the Visiting Justices in the same manner as the Visitor's Book.
17. No prisoner shall be put in irons (other than such as may be prescribed for his class in the prison rules) or under any other mechanical restraint, except in case of urgent necessity; and the particulars of every case shall be forthwith entered in the gaoler's journal, and notice forthwith given thereof to the Inspector of Prisons or to one of the Visiting Justices; and no prisoner shall be kept in irons (other than those prescribed for his class) or under mechanical restraint for more than twenty-four hours without an order in writing from the Inspector of Prisons or a Visiting Justice, specifying the cause thereof, and the time during which the prisoner is to be kept in irons or under mechanical restraint. 18. The punishment for breaches of order and discipline which may be inflicted under the rules and regulations provided for by Section 14, may be imprisonment in a solitary cell for any period not exceeding thirty days at one time, or ninety days in any one year, and with periods between any two terms of solitary confinement of not shorter duration than such terms, and for a second offence, or in the case of prisoners under sentence of hard labour to corporal punishment not exceeding thirty stripes with a rattan. Provided that no sentence of corporal punishment shall be inflicted except in the presence of a surgeon, who shall previously certify that the prisoner is in a fit state to receive the same.
