1. All acts voluntarily done in relation to sup- posed Colonial Dioceses to be valid, unless called in question within twelve months, though done on a false supposition as to the legal character of the Diocese.
2. The Crown to be empowered, on application of any existing Colonial Dioceses, to define, or prescribe
mode of defining, succession to such Diocese.
3. Acts relating to status of Clergy ordained abroad to be repealed.
4. All such Clergy to be on the footing of Scottish Episcopalian Clergy.
5. Where such Clergy have heretofore performed acts or received appointments in contravention of 59 Geo. IU, cap. 60, or other repealed Acts, such acta or appointments to be made valid.
Official announcements to be made of the opinion that Colonial Bishops may consecrate without Royal licence.
On the other hand, I conceive the least that
could possibly be done would be:-
1. To announce that Colonial Bishops may consecrate without licence.
2. To pass an Act placing Clergy ordained by
Colonial Bishops on the footing of Scottish Epis- copal Bishops, and curing past irregularities.
