assent to it without the assistance of the Imperial Parliament. Under these circumstances, I can only at present say that the whole subject shall be maturely considered, with the object of adopting such a course upon it as, I trust, will be satisfactory to the Legislature and people of Canada, and bene- ficial to the members of the Church of England within the province.

The precedent for this Act is the
WHEREAS the Legislative Council and the "Canada Civil List Legislative Assembly of the Province of Canada, Act," 10 & 11 Viet., constituted and assembled by virtue of and under the authority of the Act of Parliament passed in the session holden in the third and fourth years
cap. 71.
of Her Majesty's reign, intituled "An Act to
"re-unite the Provinces of Upper and Lower

did in the year one thousand eight hundred and fifty-six, pass a Bill, intituled "An Act to enable
"the members of the United Church of England

and Ireland in Canada to meet in Synod," of
which Bill a copy is contained in the Schedule to this present Act annexed: And whereas the said Bill was presented for Her Majesty's assent to the Governor of the said Province of Canada, and the said Governor did thereupon declare that he reserved the said Bill for the signification of Her Majesty's pleasure thereon: And whereas doubts are entertained whether it be competent to Her Majesty to assent to the said reserved Bill without the express authority of Parliament for that pur- pose: And whereas it is expedient that Her Majesty should be authorized to assent to the said reserved Bill:
