I have the honour to report that I received yesterday from His Majesty's Consul- General at Hankow the following telegram:-
"The Secretary of the Viceroy of Wuchang was sent by the latter, who was too unwell to see me, with a message to the effect that the Viceroy had been informed that the American Minister in Peking had reported to his Government that the Chinese Government had really no desire to cancel the concession grant to the China Development Company. consequently telegraphed to the throne to inform them of the action he pro- The Viceroy had posed to take with a view to resuming the concession, and obtaining a loan from England to buy up the American shares for the purpose. A decree was thereupon issued by the throne approving this action, and the Wai wu pu was directed to take note of its approval. President Roosevelt was subse- quently informed by the Chinese Minister in Washington that his Government, while determined to resume the concession, were prepared to pay the compen- sation agreed upon, and that there could be no question of not giving effect to the preliminary contract mentioned in my telegram of the 10th instant. I have informed the Governor of Hong Kong.

Hankow-Canton Railway. An agent of German Bank was sent to Hankow to make offers to the Viceroy of Wuchang. His Excellency declined them, but appears to have given the agent details of the arrangement which he is negotiating with us. The Hong Kong and Shanghae Bank have been informed by the German Bank that this constitutes a viola- tion of their Agreement. I think the Germans must be aware of the suggestion made by the Colonial Office that the money for the Hong Kong Government's loan to the Viceroy should be advanced by the Hong Kong and Shanghae Bank.
The French and Belgian Ministers are displaying much interest in our arrange- ment with the Viceroy of Wuchang, and are working to prevent it from being concluded.
Chang has seen the Reuter's telegrams announcing the conclusion of the Agree- ment-between Great Britain and France with regard to the Szechuan Railway. He has expressed to His Majesty's Consul-General at Hankow his great concern, the Chinese being strongly opposed to France gaining a footing in Szechuan.

SIR,
Government House, Hong Kong, July 28, 1905. IN continuation of my secret despatch of the 15th July, 1905, I have the honour to enclose, for your information and record, a paraphrase of further tele- graphic correspondence with yourself, His Britannic Majesty's Minister at Peking, and His Britannic Majesty's Consul-General at Canton, on the subjects of a proposed loan in connection with the Hankow-Canton Railway, and of negotiations with the Viceroy of the Two Kwang for the completion of a Loan Agreement and of a Joint Working Agreement in connection with the proposed Canton-Kowloon Railway.
2. I also enclose a copy of a despatch from His Britannic Majesty's Consul- General, Canton, dated July 25th, on the latter subject, with a copy of my reply, dated July 26th.
3. I am now awaiting from Sir Ernest Satow communication of the text of the assurances and agreement with regard to the £1,100,000 Hankow-Canton redemp- tion loan, and from Mr. Consul-General Scott information as to the further action which Viceroy Tsen is empowered to take in connection with the Canton-Kowloon agreements.
