Oont- January 12 dential. † (for. Feb. 13.)

Points out that in the event of the firm of Nir J. Wolfe Harry, and · Partners only being appointed Consulting Engineers, Mr. Arthur Barry would have no connection with the under- taking, and calls attention to the desirability of employing both firmas.

States, in reply to No. 50, that in tho event of the proposed arrangements ne to the discount on Chinese loans being accepted, it would be neceamry to apply the principle so as to include the case of a Hong Kong lown for the construction of the British section being raised at a discount.

Transmits, with explanatory remarks, copies of Nos. 44, 50 and 52, and requests views as to the desirability of sending out an Engineer to propare plans for the Hong Kong section of the line.

Observes that the Orown Agents will not require the services of a second Consulting Engineer, but that there is nothing to prevent the Corporation employing Mr. A. J. Barry: transmits draft agreements showing alterations suggested verbally by Mr. Fiddes.

States that the retention of the last sentence in Clause 18 of the Working Agreement, providing that under certain circumstances no alteration shall be made in the Agreement without previous reference to the Colonial Office, cannot be agreed to.

Trausinita fresh print of the Agreement

with alterations and amendments.

Acknowledges receipt of No. 56 ; sub- mite remarks on the alterations and amendments made in the Working Agreement and observes that if they will now formally submit it, the Secretary of State is prepared to recom- mend it to the Government of Hong Kong.

Transmits copies of the Agreements asked for and states that the Consulting Engineers will be asked to outline a specification of the proposed line.

Submita views and data for communicu- tion to the Consulting Engineers on the question of alternative routes for that part of the railway which will lie within British territory; recom- mends the Eastern route.

Reporta discussion with Mr. A. J. Barry on various points connected with th proposed line.
