Referring to my despatch, No. 192, July 3,† it has been decided that rate of exchange for payment of sterling salaries shall be fixed monthly instead of yearly, and based upon average value of dollar for preceding month like exchange compensation. Decision is retrospective.

I HAVE the honour to inform you that I telegraphed to you on the 2nd instant, informing you that it has now been finally decided that the rate of exchange for the payment of sterling salaries shall be fixed monthly instead of yearly, and calculated upon the average value of the dollar for the preceding month, in the same way as is done in the case of the exchange compensation allowance.

2. This decision should be given retrospective effect.

I HAVE the honour to acknowledge the receipt of your despatch, No. 270, of the 29th of July last,* and to inform you that I telegraphed to you on the 2nd instant, § stating that I concurred in your recommendation that the rate of exchange for the payment of sterling salaries of Straits Settlements and Federated Malay States Officers should be fixed monthly, and calculated in the same way as the rate of exchange for the payment of the exchange compensation allowance; and that this decision should have retrospective effect.
