2. I have carefully considered your recommendation that arrangements should be made for the Secretary to Government to administer the Government in the event of the death, incapacity, removal or absence of the Commissioner, in place of the Senior Military Officer, on whom the administration now devolves; but under existing circumstances, and as long as the Senior Military Officer is an officer of the standing and experience of Major Bruce, I do not think that a change should be made.
