17. A provision has been made for completing the improvements and repairs to the Chefoo road as far as the Boundary. It was once a good road, 15 feet wide, and fully bridged, but has of late years been allowed to fall into disrepair. Sir Frank Swettenham was mistaken when he reported that there were no cart roads nor public works of any sort within the Territory. In addition to the Chefoo road the Chinese constructed a coast road, only partially bridged, however, from Wei-hai-wei City to the South end of Narcissus Bay. About three-quarters of that road has been repaired and improved this year, and a provision has been entered in the estimate for a cart road from the end of the improved portion to Tsao Miao Dza, an important market town near the boundary, almost due South of Wei-hai-wei. It will be a cheap road (about 10 miles long), as there is not much masonry work required on it. It will run through much low-lying country, difficult at present to cross during the rains. When cart roads come into general use in the Territory they will be a great boon to the people. 18. A provision has also been made for improving mule tracks over the mountains. Those already made have been a great success, and more are asked for by the villagers who will probably soon begin to contribute towards their cost.

19. Under Harbour Lighting" I have entered the amount of the estimate of the Commissioner of Customs at Chefoo, forwarded with my despatch, No. 19, of the 15th instant. If the maintenance of the lights is to be undertaken by the Colonial Government the provision of $4,830 can be reduced to $2,500.

20. The provision under "Mail Service" allows for the Japanese steamer being subsidised to run to and from Chefoo as at present.

21. No provision has been made for a Local Post Office. The revenue from it would exceed the expenditure, so, if one be sanctioned, no provision is required.

22. A provision has been entered for building a native town on the Island. The provision is the total estimated cost of the town, and can be reduced if funds are not available to allow of its being built in one year.

23. The estimate shows the total grant asked for as £20,288, an increase of about £9,000 on the current year's grant.

24. The revenue for next year will probably amount to £2,000, made up as follows:-
