In view of my handing over to you the Civil Administration of the Island of Lin Kung on the 1st of next month, I have the honour to inform you that the present are the current expenses per month as authorised by the Naval Commander-in-Chief during my term as Administrator.

iv. The number of police for work on the island must be increased to 12, as there are three beats, requiring nine men, and three men are required for duty at the station house.

v. I have turned the head sampau man and the wharfage tallier into policemen and so only require to appoint one man more. The monthly cost will then amount to 386 dollars, and allowing for contingencies, the cost of the establishment for the island may be taken at 400 dollars per mensem.

5. The cost of a similar but smaller establishment on the mainland would be about 100 dollars per mensem, making a total cost of 500 dollars.

6. The monthly cost of clothing and equipping the police establishment required, would, on the existing scale of clothing, &c., be 50 dollars, and another 50 dollars would have to be added for allowances such as fuel and light. The grand total establishment therefore would cost about 600 dollars per mensem.

The sums from which Cantonment expenditure would be met are the grant of 800 dollars per mensem mentioned in my predecessor's letter and a revenue of about 250 dollars raised monthly from licenses, fines, dog and cattle licenses, &c. The cost of the establishment therefore would amount to 50 dollars more than the revenue.

8. The Cantonment Magistrate would require an office establishment say of :—

9. I would recommend therefore that, in addition to the present grant of 300 dollars per mensem, a grant of 700 dollars per mensem be made to cover the cost of police and of the office establishment.

10. At present a great portion of my time is taken up by the duties I have here recommended should be carried out by a Cantonment Magistrate, and I shall be glad to be relieved of them.

11. If an officer to undertake those duties cannot be sent out at present I would suggest that the services of Commander Gaunt, R.N., be utilised.

i. I understand that it is probable he will remain here for some time and as be thoroughly understands the work to be done, having himself established the system now existing, I would recommend that he be paid 250 doilars per mensem for his services.

12. I have spoken to the Commander-in-Chief, China Station, on the subject and I believe the proposals herein made, in so far as they affect Naval interests, have his

Two sampan men for refuse sampan.

To meet current expenses I was also authorised to expend $300 per month exclusive

of revenue derived from fines, licenses, &c., the above expenditure was included in the $300 except the cost of the police which was excluded.

For the Civil Administration of the Island and Territory by the Commissioner there

is also allowed :--

One British Anglo-Chinese Interpreter at £200 a year.

One Chinese Interpreter at $60 a month.

One Chinese Writer at $30 a month.

This staff cannot be done without.

An extra Chinese Interpreter was authorised, but latterly there has been no need for

his services. His pay while engaged was $85 a month.

I shall be obliged if you will inform me whether you propose to take over the working staff as it now is, and whether I may regard the Military Administration as being responsible for its cost and maintenance from the 1st October, 1899.
