Instructs him to inform the German Government that Her Majesty's Government have asked for a lesss of Wei hai Wai.

Reports that the German Government desire an assurance that Great Britain will not create difficulties for Germany in the Province of Shantung and will not establish railway communication.

Agrees to the declaration desired by the German Government subject to, an amendment suparating the question of Wel hai Wai from the general question of British and German interests in Shantung.

Makes a formal declaration as to the

occupation of Wei hai Wei.

Reports that he had communicated to the Tsung-li-Yamên the request of Her Majesty's Government for a lones of Wel hai Wei.
