Queen's House, Colombo, Ceylon, 1st November, 1921. I HAVE the honour to transmit a copy of a letter, dated 25th October, 1921, which has been received from the Muslim Literary Club, of Galle, relative to a resolution passed at a meeting of the Club held in August last on the subject of constitutional reform.

SIR,
Galle, 25th October, 1921. AT a Special General Meeting of the Muslim Literary Club, Galle, held on the 15th of August, 1921, to which the Muslim public were invited, it was unanimously resolved at the said meeting, that the following resolution should be forwarded to His Excellency Sir W. H. Manning, K.C.M.G., K.B.E., C.B., for his consideration and transmission to the Right Honourable the Secretary of State for the Colonies.
We have the honour to request you to submit the said resolution to His Excellency the Governor, and would beg of him to favourably consider the said resolution and recommend same to the Right Honourable the Secretary of State for the Colonies.
Resolution referred to.
That it is essential that the Muslims of Ceylon be included in the General electorate, and that in the electorates of the Southern, Western, Central, and Eastern Provinces at least one seat should be specially reserved for the Muslims to be competed for by the Muslims in each of the said electorates."
