has passed the senior examination and has served for seven years in Grade II as required by the existing rule.

Draughtsmen Class II.

62. In view of the alteration which I have recommended. in the scale pro- posed for Class II of the General Clerical Service, the scale proposed for this class must be similarly altered to Rs. 900-120-2,820, with halts of two years each on Rs. 1,500 and Rs. 2,100 and efficiency bars before Rs. 1,620 and Rs. 2,220.

Extra Clerks and Draughtsmen.

A revised scale for these officers has been recommended in paragraph 36.

Head 11: Government Stores.

63. The Colonial Storekeeper has made certain representations regarding the salaries proposed by the Commissioners for himself and certain officers of his department, but, after careful consideration of the points urged, I see no reason to vary the Commissioners' recommendations, which I accordingly recommend for your acceptance.

Head 12: Immigration and Quarantine.

64. I concur in the recommendations of the Commission with the following modifications :—

Superintendent, Mandapam Camp.

65. I would recommend that the salary for this officer be £700-50-960 (1 of 60), which salary I have recommended for Provincial Surgeons in the Civil Medical Department.

Clerks.

66. The Chairman, Plague Committee, placed before the Commission a pro- posed classification of the clerical staff at Mandapam and Tuticorin.

In para- graph 153 of the report the Commission state that they accept the proposals of the Chairman en bloc. The Chairman has since the publication of the report drawn my attention to the fact that the salaries proposed by the Commission in the schedule attached to paragraph 154 of the report are in many instances at variance with the rates recommended by him. I have carefully examined his proposed classification and am of opinion that the adoption is desirable, and that the salaries suggested by him are necessary. The classification is as follows :--

Chief Clerk-Rs. 1,800-120-2,040. Grade I-Rs. 480-60-1,200.

Grade II.-Rs. 420-60-960.

Grade III.-Rs. 420-60-720.

I would strongly advise its adoption intact. In the schedule attached to this report the alterations in the salaries affected by the scheme are set out in detail.

Head 13: Customs,

67. I concur in the recommendations of the Commission with the following alterations:-

Shipping Master.

68. This post is held by an officer in Class I of the Customs Clerical Service, but the post has so risen in importance and responsibility that the Principal Collector of Customs has pressed for its being made a minor staff post. I agree with the Principal Collector of Customs and recommend that the post carry a salary of Rs. 3,000-250-6,000 (Efficiency Bar before Rs. 4,750), with the right, which the holder now enjoys, of drawing fees not exceeding the amount of his salary. This will involve a reduction in the number of posts in Class I of the Customs Clerical Service, but no hardship is entailed as the post will still remain as one of the prizes for members of the Customs Clerical Service.

Chief Clerk.

69. The Salaries Commission have recommended a salary of Rs. 6,000 for this post, probably on the basis of the salary drawn by the previous holder, which was personal to him. The present Chief Clerk is on a salary of Rs. 4,000 plus tem- porary increase, and I therefore recommend that the salary for the post be RA. 5,500 instead of Rs. 6,000. In this reduction the Principal Collector of Customs concurs.

Charges Officers.

70. At present these officers are entitled to draw allowances in addition to their salaries of Rs. 3,600 and Rs. 3,000 respectively. The Salaries Commission in fixing their salaries at Rs. 4,800 and Rs. 4,200 have made no mention whatever of the allowances drawn. I therefore recommend that the salaries of these two officers be fixed as follows:-

1 at Rs. 5,000-250-6,000,

1 at Rs. 4,000-250-5,000,

and that they be not entitled to draw any allowances beyond the Colombo Station Allowance.

Chief Preventive Officer.

71. This officer at present draws Rs. 3,000 plus temporary increase plus over- time, making his total emoluments Rs. 5,000. The Commission have recommended a scale of Rs. 2,700-250-4,200. Considering the responsibility attaching to the post, I would recommend a scale of Rs. 4,500-250-6,000, the allowances referred to being abolished.

Tide Surveyors and Lockers.

72. For those on a present scale of Rs. 480-30,720, the Salaries Commission have recommended a scale of Rs. 720-36-1,080. I consider that a period of ten years to reach their maximum too long, and would leave the period now enjoyed by them unchanged. I therefore recommend that their increment be altered from Rs. 36 to Rs. 45, giving a period of eight years in which to reach their maximum. Their scale will therefore be Rs. 720-45-1,080.

78. In addition to the above, the Customs Reorganization Scheme sanctioned by your despatch, No. 671 of 16th September, 1921. provided for the gradual crea- tion of the following classes:-

Assistant Charges Officers.

Assistant Preventive Officers. Assistant Appraisers.

I recommend that the following scales of salary recommended therein for these officers be approved :-

Assistant Charges Officers-Rs. 2,400-120-3,600.

Assistant Preventive Officers---Rs. 1,200-120-2,400, three years on Rs.

2,400 Efficiency Bar, Rs. 2,520-120-3,600.

Assistant Appraisers-Rs. 1,800-120-3,000, three years on Rs. 3,000 Effi- ciency Bar, Rs. 3,120-120-4,500, three years on Rs. 4,500 Efficiency Bar, Rs. 4,650-150-5,400.

The Assistant Preventive Officers and Assistant Appraisers will also draw a trans- port allowance of Rs. 500 per annum in addition.

Customs Clerical Service.

74. I have dealt with this service in connexion with Clerical Services generally (vide paragraph 32 of this Memorandum). As recommended therein, the scales for this service should be:-

Class II.--Rs. 600 (8 of 90, 12 of 120)-2,760 Efficiency Bars before Rs. 1,440

and Rs. 2,160.

Class I-Rs. 2,880-180-3,600.

The posts above Class I have already been dealt with in the preceding parn- graphs re Chief Clerk," "Charges Officers," and "Chief Preventive Officer."

75.

Head 14 Excise Department.

I concur in the recommendations of the Commission.

Head 15: Post and Telegraph Department,

76. I would recommend the adoption of the Commission's proposals subject to

the following alterations :—

Assistant Postmaster General.

77. The salary recommended appears to me to be too low. I would advise that it be fixed at £900-50-1,150.
