Furthermore, the Moormen and Sinhalese have lived side by side in the most complete friendship for many hundreds of years without conflict of any kind, and a movement against individual Moors in isolated villages would not have been made without motives other than that of the ousting of the Moor himself, who has been the best friend the villager has had, as a general rule, and was, I think, generally considered by the villager a benefactor, being the local, and to the Sinhalese the indispensable, moneylender, rather than a robber and an undesirable.

Intercession services were held in several Mohammedan mosques, and were largely attended, on 4th August, 1915.

The Queen's House, Colombo, Ceylon, 19th August, 1915. IN continuation of my despatch Confidential (C) of 16th August last,* regard. ing the recent riots in Ceylon, I have the honour to enclose herewith, for your information, copies :

(a) of two secret and Bersonal circulars issued by the Officer Commanding the Troops dated 2nd August, 1915, detailing measures to be taken after Martial Law has been declared in the case of a sudden rising;

(b) of a circular dated 14th August, 1915, issued by the Commandant, Ceylon Volunteer Force, amplifying the above and detailing the duties to be car- ried out by Volunteers in case of riots, particularly with reference to the period when Martial Law is not in force.

THE following police programme of the hours and routes of the Esala pera- hera, Kandy, from 16th August, 1915, to 28th August, 1915, is published for general information. The streets named will be closed for motor traffic during the hours specified on each day, except on Sunday, the 22nd August, on which day there will be no perahera.

MARTIAL LAW.

Orders for all British Volunteers, Town Guards, and Special Constables, in case of

Sudden Rising.

1. In case of sudden rising, armed Volunteers will make it their first duty to safeguard that quarter of the town in which they live.

They should assemble in groups, patrol their own neighbourhood in motors, and mount posts to guard the various approaches from the native quarters in their vicinity.

Early report should be made to the Officer Commanding the Troops; they should then fall in at their Armoury for orders.

2. Armed Volunteers and Special Constables who live in the country will similarly safeguard their own and their neighbours' belongings in the first instance; after these are secure, they will collect in groups, and, under the orders of the senior present, proceed to wherever they can be of most use to quell or prevent disturbance. 3. Orders for Firing.-Fire without warning on any crowd armed with dan- gerous weapons such as guns, swords, iron bars, katties, knives, and clubs, picking out the ringleaders if possible; also on all persons looting, inflicting injury to persons or property, burning, dynamiting, running away with loot or from looted premises.

On no account will firing in the air be practised, as it only gives a false impres- sion of the effectiveness of rifle fire.

Firing should be strictly limited to the actual necessities of each case, and when the disturbance is subsiding milder measures may suitably be substituted for it.

4. If any bridge is destroyed, the perpetrators may, after inquiry has proved their guilt, be shot forthwith.

If the perpetrators cannot be found, the headmen and leading men of the neigh- bouring villages should be seized for investigation.

Interruption of telegraph and telephone service will be similarly dealt with.

N.B.-The circular issued on 25th June, 1915, gave full details for the organi- zation of Town Guards and Special Constables, and the circular of 6th July, 1915, gave details of the mode of drawing rifles and ammunition.

All Europeans have thus been given the means of arming and defending them- selves, and they should soon be in a position to contemplate another rising without undue anxiety.

These circulars were issued through the Government Agents and the Planters' Association, and were published in the newspapers.
