18TH JUNE.-With reference to my telegram of 9th June,* in cipher. Is an inhabitant of Ceylon who, by the Order in Council of 28th October, 1896, has the status of a person accompanying troops employed on active service himself on active service in such a way as to be liable to trial on a capital charge by court martial in connexion with riots under Section 41 of the Army Act (in spite of the fact that he is within one hundred miles of a civil court) and under Section 8 (1) and (g) Shall be glad of an answer as the courts martial are on the point of sitting.-CHALMERS.

19TH JUNE.-Referring to your cipher telegram of 12th June. As have already been condemned to death on charges of treason by court martial and persons their sentences are now awaiting confirmation, directions are desired on the following points :-

Firstly, has Officer Commanding the Troops power under section 54, sub-section 7, of the Army Act to carry out the death sentence without seeking the approval of the Governor of Ceylon!
