I informed you by my telegram of the 10th of August that I approved this course and it is. therefore, not possible to accept the Treasurer's proposal. any case I doubt whether his argument could have been successfully upheld

Government House, Singapore, 8th September, 1909.
I HAVE the honour to submit proposals for constituting a Board to be called The Hospitals Board or the Public Health Board, to have similar powers in respect of hospital administration to those which it is proposed to confer on the Education Board, the formation of which has already received your Lordship's approval.
2. My suggestion is that the Board should consist of the Principal Medical Officer as Chairman, the Treasurer, the Resident Councillors, Penang and Malacca, to advise on matters specially concerning their several Settlements, and four unofficial members, two to be nominated by the Governor and two to be elected by the Unofficial Members of the Legislative Council. Of these unofficial members one of those nomi- nated by the Governor and one of those elected by the Unofficial Members of Council to be a lady.
3. The Board should, I think, be empowered to determine the charges to be made at all Government Hospitals and Asylums, and to receive the sums so collected and disburse the monies collected in this way, and also any other monies granted by the Legislative Council for the upkeep and maintenance and administration of hospitals and asylums except the salaries of the Central Medical Administration and the staff of the various institutions, which should continue to be paid direct from the Government Treasury,
4. The Board should frame and submit to the Government the annual estimates of revenue and expenditure of these institutions, and advise generally on the purposes to which the sums available should be devoted, and should also advise Government generally on all matters connected with the medical administration which may from time to time be referred to it by the Government for consideration.
5. The decisions of the Board would, however, be subject to revision by the Government, which would exercise a general control over its proceedings. For the actual supervision of the several institutions the Board should have power to appoint sub-committees consisting of ladies or gentlemen or both, as may seem most suitable in each case, who will not necessarily be members of the Board.
6. The formation of such a Board and of sub-committees appointed by, and reporting to, the Board may be counted upon, I think, to effect a marked improve- ment in the details of administration of the various institutions, and will both assist the Principal Civil Medical Officer to some extent in the general work of super- vision and strengthen bis hands in this work.

I HAVE the honour to acknowledge the receipt of your despatch, No. 373, of the 8th September,* and to inform you that I approve your proposals for the creation of a Board to advise on medical administration in the Straits Settlements.

The question whether the receipts of the Board should continue to be included in the revenue of the Colony for the purposes of the calculation of the military contribution must be reserved, pending the consideration of the whole
matter.
3.
A copy of this correspondence is being forwarded to the War Office and to the Treasury; and the Lords Commissioners of the Treasury are also being furnished with a copy of the correspondence relating to the creation of the Education Board.
