I AM directed by the Earl of Elgin to forward to you, to be laid before the Army Council, the enclosed copy of a despatch* from the Governor of the Straits Settlements, asking for certain information with regard to the cost of the garrison of that Colony in the years 1905 and 1906.

Lord Elgin would be glad if he might be furnished with the figures which Sir John Anderson desires.

I am to request you to be so good as to return the enclosures to the despatch with your reply.

War Office, London, S.W., 3rd June, 1907.

I AM commanded by the Army Council to acknowledge the receipt of your letter of 23rd instant, forwarding copy of a despatch in which the Governor of the Straits Settlements asks for certain information with regard to the cost of the garrison of that Colony in the years 1905 and 1906.

In reply, I am to observe that a statement of the annual cost of the garrison in each financial year ending 31st March is furnished to your Department for communi- cation to the Colonial Government, and to express the Council's regret that they are unable to give the particulars now asked for under calendar years.

I am, at the same time, to send you the enclosed copy of recent correspondence in which the Council informed the General Officer Commanding the Troops that while there was no objection to his supplying information as to local expenditure, it was undesirable that he should attempt to supply the Colonial Government with information as to expenditure which does not pass through the books of his command. It is presumed that the General Officer Commanding, before saying that the figures for local expenditure are of no possible use to the Colonial Government, had
