I HAVE the honour to acknowledge the receipt of your despatch, No. 446, of the 12th of December.* with regard to the military contribution of the Colony.

You should proceed with the new Ordinance and should give instructions which will ensure that the sum of Rs. 64,478 15, wrongly deducted from railway revenue in 1902-3. shall not be taken into consideration in fixing the capital expenditure from revenue on railways on which 4 per cent. is to be deducted under the new arrange-

REPORT on an Ordinance to amend The Defence Contribution Ordinance, 1899," being Ordinance No. XVIII. of 1904.

1.

This Ordinance was introduced with the approval of the Secretary of State. 2. It amends the Defence Contribution Ordinance, 1899, by providing that in the case of productive undertakings carried out not by means of loans but out of surplus revenue, in calculating the percentage of the profits to be paid as Defence Contribution, an annual deduction is to be made from the gross receipts of the undertaking, during a period of 50 years, of four per cent. on the capital expenditure incurred in the undertaking.

3. Under the present law a similar deduction is made from the gross receipts of any productive undertaking carried out with borrowed money, for interest and sinking fund.

4. It seemed unfair that no corresponding deduction should be made.when the undertaking has been carried out by means of surplus revenue.

5. I am of opinion that this Ordinance may properly receive the Royal assent.

It is hereby enacted by the Governor of the Straits Settlements with the advice and consent of the Legislative Council thereof as follows:-

"

The Defence Contribution Ordinance 1890 1. This Ordinance may be cited as **

Principal called the Amendment Ordinance 1904" and shall be read and construed as one with The Defence Contribution Ordinance 1899" (hereinafter Ordinance"). Any copy of the Principal Ordinance printed after the commence- ment of this Ordinance may be printed with the amendments required by this Ordinance.
