Government flouse, Mauritius, 12th December, 1904. I HAVE the honour to acknowledge the receipt of your despatch, No. 250, of the 3rd October last,* and to state, in reply to the last paragraph thereof, that the only occasion since 1897 when capital expenditure on the construction of new railway lines paid out of general revenue was deducted in part or in whole from the railway revenue for the purpose of calculating the military contribution was during the financial year 1902-03, when the sum of Rs. 64,478.15 was so deducted. The contribution for 1903-04 has not yet been finally adjusted, but this question will not arise in an active form in respect of that year, as the ordinary working and main- tenance expenses of the railway for that period exceed in themselves the revenue derived from the undertaking The actual expenditure on the construction of new railway lines during 1903-04 will. however, be accurately calculated and noted, in order that the allowed percentage thereon may, if the opportunity offers, be deducted from railway revenue (in addition to the ordinary expenditure) during the period contemplated by the new Ordinance, when the latter shall have become law. I shall defer proceeding with the Bill until I shall have received your instructions as to the adjustment of the amount of Rs. 64.478 15 deducted from railway revenue in 1902-03 in the circumstances above mentioned.

WITH reference to my secret despatch of the 13th January, I have the honour to transmit a copy of a letter§ from the Admiralty with regard to Trincomalee.

2. As both the Admiralty and War Office state that the telegraphic instructions received by the Chief Ordnance Officer, to which you refer in your telegram of the 2nd instant, were not despatched by them, I should be glad if you would cause enquiries to be made as to the exact wording, date of despatch, and signature of the telegram in question in order that it may be ascertained by whom it was sent.
