I AM directed by Mr Secretary Lyttelton to transmit to you, to be laid before Mr. Secretary Arnold Forster, a copy of a statement* received from the Governor of the Straits Settlements giving an estimate of the maximum military contribution payable by that Colony in respect of the

year 1904

2. Mr Arnold Forster will observe that the amount shown in this statement will be considerably more than the total cost of the garrison, unless that cost is greatly in excess of the sum shown in your letter of the 26th of March,† as the expenditure during the year 1901-2

3. Mr. Lyttelton would therefore be glad if he might be furnished with an estimate of the total cost of the garrison during the year ending the 31st of Decem ber, 1904, in order that the Colonial Government may be informed of the approximate amount of the contribution which the Colony will be required to pay.

Government House, Singapore, 22nd December, 1903. Wirи reference to paragraph 2 of your despatch, No. 388, of the 12th ultimo,* asking to be informed of the reasons for making a deduction for "Reimbursements of Currency Note Issue in calculating the revenue for the purpose of assessing the military contribution, I have the honour to state that this deduction was made because it was considered that these reimbursements should be treated as if they were the result of productive undertakings such as are contemplated under Ordinance 21 of 1899, in which it is laid down that the charges for working expenses and maintenance, &c., are to be deducted.

2. The first deduction on this account was made in 1902, and in the statement of revenue and expenditure laid before the Legislative Council (Council Paper No. 15 of 1902) it is mentioned that the amount is not liable to military contribution. In 1903 (see Council Paper No. 26 of 1903) a similar deduction was made. No objection appears to have been raised by the War Office to the course adopted, and it has, therefore, been assumed that it is correct.

I HAVE the honour to acknowledge the receipt of Sir F. A. Swettenham's despatch, No. 423, of the 1st of October,‡ and to transmit to you copies of correspond. ences with the War Office relative to the cost of the Singapore garrison, and the

mount of the military contribution for next year

2. It is not clear to me why, in calculating the revenue for the purpose of assess- ing the military contribution, à deduction has been made for "Reimbursements of cost of Currency Note Issue," and I should be glad if you would inform me of the reasons for adopting this course.

3. I will address you in a later despatch as to the questions raised in Sir F. A. Swettenham's despatch No. 417, of the 30th of September.||

Currency Note Issue-Revenue and Expenditure to 31st December, 1901. (No. 100.)

The Treasury, Singapore, 27th February, 1902. I HAVE the honour to forward a statement showing the revenue and expen- diture on account of the Currency Note Issue up to the 31st December, 1901.

2. This statement shows that we have recovered the cost with the exception of a sum of $30,549.60.

3. The interest accruing from the investments of the Commissioners of Currency has hitherto been placed on deposit in a suspense account, and as this income is, according to the Ordinance, to be devoted in the first instance to paying the expenses of and incidental to the execution of the Ordinance," I would suggest that the sum of $109,108.75, which is now in the suspense account, be brought to credit of revenue as a "Reimbursement" (Currency Note Issue).

4. This amount is not liable to military contribution.
