Submits proposals for constituting a Hospitals Board and points out that if the proposals are approved the hospital charges at present recoverable will cease to be assessable to defence contribution.

Approves proposals in No. 163 for the creation of a Hospitals Board, but states that the question whether the receipts of the Board should continue to be assessable to military contri. bation must be reserved pending consideration of the whole matter.

Refers to the abolition of the opium and spirit monopolies and presumes that under the new arrangements only the net receipts should be assessed for military contribution, and that in the of the additional sources of revenue which will be necessary to replace the diminished revenue from opium, His Majesty's Government will agree to forgo military contri- bution in regard to receipts from such sources until the income therefrom, together with any grant from His Majesty's Government, exceede the amount of the loss from opium and spirits.

Considers for the reasons stated that receipts from school fees charged in Government schools should continue to be assessed to military contribution; deprecates the marked tendency ex- hibited to depart from the broad rule on which the percentage system of contribution is based.

Regrets inability to agree with the view that school fees should continue to be assessed to contribution, and states that Lord Crewe cannot admit the objections of the Army Concil to the removal from the Estimates of a class of revenge which was included at the time the percentage system of contri- bution was fixed unless they are also prepared to admit that no class of revenue not then included is subject to contribution.

claims put forward by the Governor; refers to the growing dissatisfaction in the Colony at the continued increase in the military contribution, and expresses the opinion that the recon- sideration of the whole question of the military contribution of the Eastern Colonies can no longer be postponed ; anggests an Interdepartmental Com-

Explains reasons for which Lord Crewe considers that the receipts from Gov- ernment buildings let for profit should be assessed only on net receipts; but he proposes now to raise the whole question of the contributions paid by the Eastern Colonies; encloses copies of Nos. 156 and 159.

States, in reply to No. 159, that upon receipt of the further information indicated the Treasury will be willing to consider an arrangement for the payment of military contribution only on the net revenue from opium and spirits; transmits copy of letter from the War Office strongly recommend- ing that the proposed Committee should not be approved; concurs, and adds that they do not concur in the arrangement under which some receipts which formed part of the general revenue have been excluded from the Estimates.
