I HAVE the honour to report, for the information of the Secretary of State, in continuation of my letter of the 2nd instant,† that a notification appeared in the newspapers on the 7th instant that £131,000 in sovereigns had been received at the Bank of England from Singapore, and we have since ascertained privately that the consignment had been made by the Hong Kong and Shanghai Bank.

GENTLEMEN,
I AM directed to acknowledge receipt of your letter, 424 A., Straits, of the 8th ultimo, in reply to mine of the 30th September, regarding the sale by this Government of $2,000,000 to the Hong Kong and Shanghai Banking Corporation, and with reference to paragraph 4 of your letter on the subject of interest, the point appears to be whether the Indian Government would, if the sale had been made through you, have paid for the dollars before receiving them in India. If not, as the time taken in obtaining a ship would have to be taken into consideration, as well as the time occupied by the voyage to India, the interval before payment would have been at least equal to the time it would have taken for a draft from here to reach home, and it is for this reason that it was pointed out in my letter of the 30th September that the question of interest does not come into the account.

SIR,
I HAVE the honour to acknowledge the receipt of your letter of the 5th of December, C.A. 5912/1907, and to inform you that we have ascertained that if the sale of the dollars had been made through us they would have reached Calcutta on the 5th of August, and payment would have been made to us here on the 9th of August. 2. The Bill which you remitted from Singapore did not reach us until the 19th of August, so that it would appear that a loss of 10 days' interest was incurred in addition to the further loss in the rates at which the sales were made which we pointed out in our letter of the 23rd of August last, No. 320.

Whitehall Gardens, London, S.W., 15 January, 1908. IN continuation of my letter of the 14th instant, I have the honour to report that I have since learnt that a further shipment of 50,000 sovereigns from the Hong Kong and Shanghai Bank is due to arrive in London from Singapore at the end of this week, and that this amount and also the sum of £131,000 were shipped with the consent of the Colonial Government in lieu of telegraphic transfers which the Government refused to sell.

23rd January. "Sumatra demonetizing our silver being changed there from 1st February to 31st March. Probably necessary by 31st May sell by telegraphic transfers on account of Currency Commissionera amount- ing to £800,000. Will give three days' notice amount required.”
