COLONIAL OFFICE to TREASURY.

Downing Street, 14th September, 1906. I AM directed by the Earl of Elgin to forward to you, to be laid before the Lords Commissioners of the Treasury, a copy of a despatch* from the Governor of Labuan with regard to the currency of that Colony.

2. I am to explain that it has been decided to incorporate Labuan in the Colony of the Straits Settlements, and that Letters Patent to give effect to this decision will shortly be submitted for His Majesty's approval. It is proposed that they should be brought into force from January 1st, 1907.

3. In these circumstances, Lord Elgin proposes, subject to their Lordships' concurrence, to advise His Majesty to issue an Order in Council repealing the Labuan Order in Council of 1905 from the date on which the Letters Patent take effect. The currency of Labuan will then be regulated by the Orders in Council and Ordinances dealing with the currency of the Straits Settlements, and I am to refer to the letter from this office of the 6th of July† as to the circulation of British North Borneo Company's coins in that Colony.

4. Lord Elgin will be glad to learn at their Lordships' early convenience whether they concur in this proposal.

6. I am to ask that the printed enclosures to the Governor's despatch may be returned to this Department with your reply.

AN ORDINANCE to make provision for the use of Currency Notes throughout the

By His Excellency Sir John Anderson, Knight Commander of the Most Distinguished Order of St. Michael and St. George Governor and Commander-in- Chief of the Colony of Labuan and its Dependencies:

Whereas it is expedient to make provision for the use of Currency Notes it is hereby enacted as follows:-

1. This Ordinance may be cited as "The Currency Note Ordinance 1906" and shall come into force on the 1st day of January 1906.

2. From and after the commencement of this Ordinance the Notes issued by the Government of the Straits Settlements and known as Straits Settlements ments Our Currency Notes shall be legal tender for any amount within the Colony.

I HAVE laid before the Lords Commissioners of His Majesty's Treasury Mr. Lucas's letter of the 14th instant (29743/1906),‡ on the subject of the currency of the Colony of Labuan.

In reply, I am to request you to inform the Earl of Elgin that my Lords concur in his proposal to advise His Majesty to issue an Order in Council repealing the Labuan Currency Order in Council of 1906 from the date on which the Letters Patent incorporating Labuan in the Colony of the Straits Settlements take effect. My Lords would accordingly be obliged if the Secretary of State will cause a draft Order in Council to be prepared and transmitted to this Department for approval and submission to His Majesty in Council.

The printed enclosures to the despatch from the Governor of Labuan which accompanied Mr. Lucas's letter are returned herewith as requested.
