of Ordinance I of 1906, entitled An Ordinance further to amend 'The Currency Note Ordinance 1899,'" passed on the 29th ultimo, and my telegram* of the latter date informing Your Lordship of the issue of an Order in Council under Section 78 of "The Currency Note Ordinance 1899," as amended by Ordinance I of 1906, authorising the Currency Commissioners in Singapore to issue notes in exchange for gold received by them at Singapore at the rate of sixty dollars for seven pounds sterling, I have the honour to report that letters have been received from the Managers of certain of the banks in Penang enquiring whether this Government proposes to offer the same facilities in Penang.

2. Under Section 3 (1) and (2) of "The Currency Note Ordinance 1899" the Board of Commissioners comprises two officers of Government who are stationed in Singapore and one other person specially nominated and [? who] shall have an office in Singapore.

3. There appears, however, to be some reason in the contention that the banks in Penang should enjoy the same facilities for exchanging gold against notes as those in Singapore, and I would therefore submit the question for Your Lordship's favourable consideration.

Downing Street, 23rd March, 1906. I HAVE the honour to acknowledge the receipt of Sir J. Anderson's despatch, No. 47, of the 15th ultimo,* regarding the facilities desired by the banks in Penang for tendering gold there.

There appears to be no necessity for the issue of notes at Penang, but I see no objection to the Government making such arrangements as they think fit for exchanging notes or silver against sovereigns, charging (if you see fit) for the exchange an amount which will suffice to cover the cost of transporting the gold to Singapore. The gold would then be sent to Singapore and notes obtained from the Commissioners in exchange.

WITH reference to the letter from this office of the 17th ultimo,‡ and to previous correspondence on the subject of currency in the Straits Settlements, I am directed by the Earl of Elgin to transmit to you, to be laid before the Lords Commissioners of the Treasury, a copy of a despatch§ from the Governor with regard to the measures to be taken to prevent the dollar from falling below the fixed value of 2s. 4d., together with the draft of the reply|| which, with their Lordships" concurrence, Lord Elgin proposes to return to it.

I am also to enclose copy of the Currency Note Amendment Ordinance¶ recently passed in the Colony.

It is hereby enacted by the Governor of the Straits Settlements with the advice and consent of the Legislative Council thereof as follows:-

1. This Ordinance may be cited as "The Currency Note Ordinance 1899 Ord. iv. of Amendment Ordinance 1906 No. II." It shall be read and construed as one with 1899. The Currency Note Ordinance 1899" (hereinafter called "the principal Ordin- Ord ance)." Any copy of the principal Ordinance printed after the commencement of Ord. Iv. this Ordinance may be printed with the amendments and additions made by this of 1904. Ordinance.
