He was formerly assistant to Sir Alex. Binnie, President of the Institute of Civil Engineers, then from 1886-1896 Deputy Water Engineer for the Bombay Municipality. Municipal Engineer, Singapore, 1896-1901, and since that date in private practice here. Has had considerable experience in Arbitration cases.
He was retained for the Government soon after the Bill was introduced into Council, and has been and will be till the sitting of the Court almost exclusively engaged in working up the case for this side. Whilst especially qualified to speak as to the value of land and buildings, including the wharves and works in general, he is in a position to put one in possession of a review of the whole matter, and ready to give a valuation of the whole undertaking, and ready to support his own views, or criticise those of the other side by a reference to the authorities.
His preliminary report on Prye Works and minute on loss of interest are laid herewith (Appendix P.).
2. Mr. Philip R. Warren, now engaged in the Colony (as assistant in the well-known firm of Coode, Son & Matthews) in surveying the Harbour of Singapore and Penang. Before he joined that firm, he served Sir J. Wolfe Barry. Is now aged 30. Has made minute and particular inspection of the wharves, graving docks, and slip-ways, with a view to ascertaining their construction and possible life. Will, for instance, be able to speak as to the condition of every pile along the whole line of wharfage, and will produce many photographs showing the parlous condition of so many of these. Will prove that it is a physical impossibility for any more timber piles to be driven in. Will also on the 1st of July check the photo- graphs already taken, and see to the taking of such further ones as may be necessary. This gentleman's inquiries are also being directed to the various minutiæ, which will be required to "brief" his principal, Mr. Matthews, on his arrival in the Colony and to act presumably as the principal Government expert from home on this part of the subject.
3. Mr. H. M. Butterfield, A.M.I.C.E., aged 26, assistant with Messrs. Tomlin- son and Lermit of Singapore. Has examined the wharf in detail, both in company with and independently of Mr. Warren; has taken many photographs of its con- dition, and will be able to speak as to its condition with great detail. Has also examined the timber in stock, both as to quantity and quality.
4. Mr. Robert Peirce, M.Inst.C.E., aged about 42, and now Municipal Engineer of Singapore, formerly of Penang, will be ready to assist generally in any question as to the laying out of land for municipal or other purposes; can speak as to the value of the outlying portions; and give estimates of the cost of diversion and other works, such as would be necessary to carry out the advised scheme of 1904.

4. Mr. H. L. Coghlan, aged about 40. Auctioneer and valuer practising in Singapore. Has had many years' experience of land and buildings in Singapore, and able to speak with acknowledged authority as to the value of both.
5. Mr. W. F. C. Asimont, aged about 88. Land broker, valuer, and estate agent, practising in Singapore, and able to give evidence on the same lines.
