Tanjong Pagar Dock Company, Limited.
WITH reference to the proceedings in this arbitration we have now to inform you that Lord St. Aldwyn recently wrote both to Messrs. Druces and Attlec and ourselves requesting to be supplied with certain information, and expressing the wish that an endeavour should be made to agree a joint reply to his letter, stating that if that course was found impracticable each party should reply separately. After considerable correspondence with Messrs. Druces and Attlee it was found impossible to agree the reply to Lord St. Aldwyn's letter, and accordingly Messrs. Druces and Attlee on behalf of the Company and ourselves on behalf of the Govern- ment, have replied separately to Lord St. Aldwyn's letter. In acknowledgment of the communication we thus made to Lord St. Aldwyn he, in a letter received by us this morning, states that he expects in the course of a few days to be able to announce the completion of the award.
As regards the settlement of the questions arising on the Company's balance sheet for the 30th of June last, to which reference is made in our letter of the 1st instant,* we can only say that the Company's solicitors, whilst professing to give every facility for such questions being referred to Sir Edward Boyle, K.C., and obstacle Mr. Inglis as arbitrators and Lord St. Aldwyn as umpire, have placed every in the way of any such reference taking place.
Messrs. Druces and Attlee having informed us that they were not prepared to accept the amendments we made in the draft Agreement referred to in our letter to you of the 1st instant,* and having suggested that a meeting of counsel on both sides should take place to discuss the draft Agreement and our amendments with a view to the terms of such Agreement being agreed between the parties, we con- sented to this course being adopted, but although we some time since instructed our counsel and have continually pressed Messrs. Druces and Attlee to arrange for their counsel to meet our counsel, that firm have under various pretexts avoided arranging any such meeting. Having regard to all the circumstances we are forced to the conclusion that Messrs. Druces and Attlee have no intention of agree- ing to the reference in question until after Lord St. Aldwyn has delivered his award.

I AM directed by the Earl of Elgin to acknowledge the receipt of of the 20th ultimo, with regard to the remuneration of Mr. Bannerman for his work in reporting the proceedings in the Tanjong Pagar Dock Arbitration.
2. Lord Elgin concurs on all points in the views expressed in your letter. His Lordship is advised that there is no departmental custom of the kind mentioned by Mr. Bannerman which could be taken as being part of the contract with him.
