3 and 4, Great Winchester Street, London, E.C., October 16, 1905. We send you copy of a notice, dated the 1st July last, given by the Governor under Section 4 of the Ordinance.

With reference to our letter to you of the 3rd instant, it appears from further communications we have received from our partner at Singapore, that he is still doubtful whether it will be possible, owing to the want of clerical assistance, to proceed with the Arbitration for some time after the arrival of the Arbitrators in Singapore, though he is endeavouring to expedite the commencement of the proceed- ings by agreeing with the other side schedules of buildings, lands, a plan of the Company's property and other details, and availing himself of such clerical help as can be provided.

I AM directed by the Governor to notify to you, in accordance with the provi- sions of Section 49, the Tanjong Pagar Dock Ordinance, 1905, that the Government does not after this date require the services of the undermentioned servants and officers heretofore in the employment of the Tanjong Pagar Dock Company, Limited :-

for the information of Mr. Secretary Lyttelton, that, in view of the negotiations that are now in progress at Singapore for the taking over of the property of the Tanjong Pagar Dock Company by the Straits Settlements Government, the contract now in force with Messrs. Paterson and Simons for the supply of coals to His Majesty's ships at Singapore will not be renewed on its expiration on the 31st December next, and that the Commander-in-Chief on the China Naval Station will arrange a contract with the Tanjong Pagar Dock Company for the handling and storage of Admiralty coal and patent fuel at Singapore, to take effect until such time, not exceeding 12 months from 1st January, 1906, as the Straits Settlements Government have taken over the docks from the Company.

2. I am to add that, when the contract is being made, the Dock Company will be clearly given to understand that the terms of the contract are agreed upon without prejudice to any negotiations that may now be in progress or may subsequently take place between the Colonial Government and the Dock Company.
