Tanjong Pagar Dock Company, Limited.
3 and 4, Great Winchester Street, London, E.C., August 10, 1905. MR. BANNERMAN asks us to make him a payment of £500 "in respect of allowances to my staff, and on account of outlays for the materials necessary for the production of the reports of the proceedings," and we have, in addition, to pay for the passages of his staff (approximately £450) as well as other out-of-pocket pay- ments. We shall be obliged, therefore, if you will give directions for a further payment of £1,500 to be made us on account of expenses in this arbitration.

these two Arbitrators have nominated and appointed Sir M. E. Hicks-Beach to be the Umpire, under Section 11 (c) of the Ordinance. The members of the Court thus constituted intend to arrive in Singapore in time to hold their first sitting about the 19th October.
4. Mr. Balfour-Browne, K.C., has been retained to argue the case for the Colonial Government; he proposes to leave on the 22nd September, and will not be accompanied by a junior counsel from this country, as you have retained Mr. Adams, of the local bar, who will act as his junior.
5. The services of Messrs. Deloitte, Dever, Griffiths & Co. have been obtained as accountants. Two of their assistants have already arrived in Singapore, and Mr. Maltby, one of the partners, leaves on the 11th instant. He will be accom- panied by Mr. F. Ommanney, of the firm of Sutton, Ommanney, and Rendall, who goes out to supervise the preparation of the case.
6. Arrangements have been made to send out a competent staff for reporting the evidence.
7. On the advice of counsel, expert witnesses have been retained to give evidence as to the value and condition of the Company's property. They are: Mr. W. Matthews, C.M.G., of the firm of Coode, Son and Matthews, Mr. A. C. Hurtzig, and Mr. J. Place, of the firm of Wheatley, Kirk, Price & Co.
Mr. Place is sending two of his assistants to Penang on the 11th instant, and he will follow in a fortnight. Messrs. Matthews and Hurtzig will proceed to Penang on the 8th September.

Downing Street, August 10, 1905. I HAVE informed you from time to time of the steps taken in this country in connexion with the pending arbitration to determine the compensation to be paid to the Tanjong Pagar Dock Company, Limited, in respect of the acquisition of their undertaking by the Government of the Straits Settlements, but it may be convenient that I should recapitulate the arrangements which have been made.
2. The view taken by the Company (as reported by you and confirmed by the information which reached me from the London Committee) of the amount of com- pensation which they expected to receive, showed so great a divergence from that held by the Colonial Government, that it was clear that no agreement on the subject could be arrived at by negotiation. It accordingly became necessary to constitute the Court of Arbitration in the manner prescribed by the Ordinance No. 7 of 1905. For this purpose the services of Messrs. Sutton, Ommanney, and Rendall, the Solicitors to the Crown Agents, were retained as Solicitors to the Colonial Govern- ment. They have devoted much time and attention to the matter, and have been in constant communication with this Department.

3. It was found that the Company were not prepared to agree to the appoint- ment of a single arbitrator, as contemplated by Section 11 (a) of the Ordinance. On behalf of the Colonial Government I therefore nominated Mr. J. C. Inglis, General Manager of the Great Western Railway Company, whose services his Board were good enough to put at the disposal of the Government for the occasion, to be an Arbitrator, and I instructed you by telegram to give him a formal letter of appointment. Downing Street, August 10, 1905. WITH reference to my public despatch of this day's date* respecting the Tanjong Pagar Dock Arbitration, I have the honour to inform you that the follow- ing arrangements have been made as to the fees and other remuneration of the persons mentioned therein :-
To Sir M. E. Hicks-Beach, a fee of £5,750, to include all disbursements. One-half of this fee will be paid forthwith, and the remainder on delivery of the award;
To Mr. J. C. Inglis, a fee of £4,200, to include all disbursements;
To Mr. Balfour-Browne, a fee of £4,200 in addition to travelling and
incidental expenses;
To Messrs. Coode, Son & Matthews, a fee of £1,575, to include disbursements; To Messrs. Deloitte, Dever, Griffiths & Co., a fee of £1,000, in addition to travelling and incidental expenses, with a fee of £10 10s. per diem for such time, in excess of three months, as Mr. Maltby may be absent from London, and for any time which it may be found necessary for him to devote to the business here before his departure. There will also be a charge of £3 3s. per diem for each of the clerks sent out to assist him, in addition to travelling and hotel expenses, and for their services in London;
To Mr. A. C. Hurtzig, a fee of £2,625, inclusive of disbursements;
To Messrs. Sutton, Ommanney, and Rendall, a fee of £2,100, in respect of their services in the Colony, in addition to travelling and incidental
expenses;
To the reporting staff, certain fees on an agreed scale in addition to travelling and incidental expenses. The estimated cost under this head is about £2,200;
To Messrs. Wheatley, Kirk, Price & Co., a fee of £3,675, to include all
disbursements and the services of their assistants.
