7, Whitehall Gardens, London, S.W., September 1, 1904. WITH reference to your letter No. 30358, of the 30th ultimo,* relating to the "Inkum " case, I am directed by the Board of Trade to confirm the request made at my interview with Mr. Lucas this afternoon that with the concurrence of the Secretary of State a telegram might be sent to the Governor of Hong Kong to the following effect:-

of the 3rd instant, transmitting copies of telegraphic correspondence regarding the Inkum case, and to request you to inform the Secretary of State that the purport of the telegram of the Governor of Hong Kong of the 3rd instantt has been com- municated to the owners of the vessel.

Referring to my telegram of yesterday,† I suggest that crew of "Inkum" should. be returned to this country as soon as possible, either serving on board other ships or as distressed seamen, owners of "Inkum" being prepared to make good whatever expenditure they may be hereafter held to have legally incurred. “Inkum" should not be detained, but allowed to proceed to South Africa.

Referring to your telegrams of 2nd [? 1st] September and 3rd [? 2nd] September‡ (sic) crew of " Inkum will be sent home as soon as possible as distressed sailors. Ship is not being detained. Despatch follows by mail.

I AM directed by the Board of Trade to transmit to you, for the information

of the Secretary of State, the accompanying copy of correspondence between this Department and the Shipping Federation, respecting the circumstances under which the firemen of the "Auchenarden," of Glasgow, were paid off at Hong Kong, and provided with passages to this country, the cost of which is now reclaimed from His Majesty's Government.

The Board would be obliged if the Secretary of State would cause a report upon the facts of the case to be obtained from the Hong Kong Government.

I am to add that the "Roon" arrived at Southampton on the 25th August, and that nothing is known by the Board's officials at the port of either the firemen or their wages.
