Foreign Office, November 4, 1904. I AM directed by the Marquess of Lansdowne to state, for the information of the Secretary of State for the Colonies, that the Russian Ambassador called at this Office yesterday and drew attention to the restrictions by which the crew of the "Burni," who are interned at Hong Kong, may not leave their encampment except when accompanied by an officer, and in military formation.

The Russian Government, His Excellency said, think that the men should be allowed, on the score of health, to take daily walks in groups of ten within certain limits, which should be notified to them.

Lord Lansdowne will be glad to learn whether, in the opinion of Mr. Secretary Lyttelton, the regulations enclosed in your letter, 36560/1904, of the 26th ultimo,* could be modified in the manner suggested by the Russian Government.

Government Civil Hospital, Hong Kong, October 8, 1904. In accordance with your instructions, have this day examined Lieutenant Nicholas Tyrkoff, of the Russian Navy. He is suffering from insomnia, with great nervous excitement, alternating with fits of depression.

It appears that he has already been invalided for a similar condition of affairs during his past service, and his family history, as vouched for by the Consul, is bad. I am of opinion that this officer should be invalided home as soon as possible, as his condition is likely to get worse and might lead to a more serious state.

(No. 371.) SIR,

Government House, Hong Kong, October 19, 1904. I HAVE the honour to inform you that on the receipt of four telegram of the 5th instant, concerning the state of health of Lieutenant Tyrkov, lately commanding the Russian torpedo-boat destroyer "Burni," I caused the officer in question to be medically examined, with the result that the Superintendent of the Government Civil Hospital, who made the examination, and copy of whose report is enclosed, recommended that Lieutenant Tyrkov should be invalided to his home.

2. I thereupon sent you my telegram of the 10th instant,§ in which I informed you of the medical officer's opinion, and stated that steps were being taken to arrange for Lieutenant Tyrkov's release on parole.
