Mr. Lyttelton would be glad to receive an early expression of the views of the Army Council as to whether these sailors (who, it is understood, are on their way to Hong Kong on H.M.S. "Humber," and are expected to arrive there to-morrow) should be interned there, and, if not, in what place they should be interned, having regard to the garrison and the troops required to guard them.

Downing Street, August 18, 1004. I AM directed by Mr. Secretary Lyttelton to acknowledge the receipt of your letter of the 17th instant respecting the internment of the officers and crew of the Russian destroyer "Burni."

I am to enclose copy

of a lettert which has been addressed to the War Office on the subject, and to ask what regulations should, according to the usage of inter- national law, be prescribed as to the custody and maintenance of the officers and men, and what arrangements should be made for the cost of their subsistence.

I am also to enquire whether the Marquess of Lansdowne considers that any, and, if so, what instructions should be sent to the Governor of Hong Kong in view of their expected early arrival at that port.
