I AM commanded by my Lords Commissioners of the Admiralty to transmit, for the information of the Secretary of State for the Colonies, copy of a telegram dated 12th instant, No. 122, from the Commander-in-Chief, China.
With the concurrence of the Secretary of State for Foreign Affairs, my Lords have approved the proposed action of the Commander-in-Chief.

TELEGRAM.
'Burni,"
Lieutenant-Commander Tirkov, of Russian destroyer arrived here to-day at 5 p.m., having marched from Shantung with the crew.
The following is his report :-
"The Burni' ran on a rock on Shantung at 2.8 in the night in a fog, all saved. I destroyed the torpedo boat destroyer. The crew has lost everything and I have no money. I am at Weihaiwei under British protection."
I have interned officers and men in "Humber," and propose sending them to Hong Kong unless I receive orders to the contrary.
Commanding Officer requests that his report may be communicated to the Russian Government.
