Downing Street, February 24, 1905. I HAVE the honour to inform you that His Majesty will not be advised to exercise his powers of disallowance with respect to the Ordinance, No. 31, of 1904, of the Legislature of Mauritius, entitled An Ordinance to authorise the raising of a loan under the provisions of the General Loan and Inscribed Stock Ordinance, 1887," a transcript of which accompanied your despatch, No. 1, of the 1st of January.*

2. As soon as His Majesty's gracious confirmation and allowance of the Ordi- nance has been proclaimed in the Colony under Section 4, copies of the Proclamation should be forwarded to the Crown Agents and they should be acquainted with the probable requirements of the Colony within the next few months.

3. I will await your recommendations as to the manner in which the balance of the loan not appropriated in the schedule to the present Ordinance should be expended. As you will observe from the enclosed copy of a letterf addressed to them, the Crown Agents will not, pending further instructions, make advances under the Ordinance for more than the sum of £58,798, approximately the amount appro- priated in the schedule. If, however, a favourable opportunity should occur for issuing the loan, it would probably be convenient to raise the whole £150,000 with- out waiting for a decision as to the manner in which the balance should be appro- priated.

3. I have also to acknowledge the receipt of your despatches, No. 424 of the 29th of November and No. 449 of the 16th of December, transmitting copies of the financial statements of the Colony for the year 1903-4, and to convey to you my sanction under Article 111 of the Financial Instructions to the defraying of excesses on one sub-head out of savings on another sub-head of the same vote.

4. I have not yet received copies of the debate in Council on the 1st of December. I am glad, however, to learn from your despatch, No. 428, of the 3rd of that month, that the Council has unanimously accepted the policy of economy and reduction of the Civil Service which was presented to them, and that the financial measures required to meet the situation have been adopted.

5. I desire to place on record my appreciation of the manner in which you have dealt with the serious situation that confronted you on your arrival, and I trust that under your administration the financial position of the Colony will before long be placed in a satisfactory. position.

6. I must also express my appreciation of the manner in which the Council of Government have given their assistance at this serious crisis.

No. 25 of 1904 entitled "An Ordinance to equalize the duty on spirits and to amend certain Excise and Customs duties."

2. I have already in my despatch, No. 52, of the 24th ultimo, § conveyed to you His Majesty's confirmation and allowance of Ordinance No. 31 of 1904, authorizing the raising of a loan of £69,500.
